You might have to enable 4G Encoding in the bios. It might be under the Boot section.

Well, replace the risers and see if its get detected. Moreover, once you see all your GPUs in Device manager, then hop over to bios settings and enable 4G Decoding.

So sorry for not replying, after intensive testing of the risers, the bios mods... i found out 1 of the pci ports on the motherboard was fried from the manufacturer so i replaced it and everything worked great!
