Couple of ways,
1 -> Fork the existing project which matches your project idea and then you can modify it according to your algorithm. (Taas like you said)
2 -> Decide if you are comfortable  coding in Solidity or JavaScript.Depending on your choices you can proceed with either Etherum or Lisk/Waves.

I suggest you to go with Solidity as they have nice documentation and tons of tutorials online.
