Now we have one pool with Gigahash asic mining, and second with 0 miners. Can't mine with my GTX card on both of them, because stratum sets high diff at first pool and 0 chances to get a block at second.

Bro, you can literally go on the website and see there is only a desktop wallet. Also you can download said wallet and go to the command line and type "getinfo" to see if there was a premine or not. Sometimes you need to learn to do things yourself instead of getting spoon fed information.

It is a possibility.  It depends on how fast the coin verifies the mined blocks.  So if you mine a block 2 hours before the payment, and the block gets verified 2.1 hours later, then you will have to wait the additional 2.9 hours until the next payment is initiated.  

Does that make sense?

Use SteamOctanePool.com.  Use "c=STAR d=8" to set the coin and the difficulty.  The stratum will adjust after the next block.
