Sorry to say, you will not get committed partners as people who are really serious about any serious business are not time wasters and hate to be with someone who beat around the bush. Instead of demanding for a PM you should meet the first demand of elaborating as much detail as possible about your vision and about you so that one knows what they are going to discuss and who they are going to speak to.

Please edit your post and provide potential partners/investors more information about what you seek.
It will make it easier for both you and them, you'll have to repeat yourself less and they will be able to decide if they are interested in your ideas before contacting you, saving time for both sides.
