When does the antminer s9 come out?

It came out a little more than a year ago. As for when the next batches are released, it's anybody's guess. Bitmain has full control over that. Keep your eyes peeled out for them, they usually don't sell out as fast as L3+s or D3s.

Whenever they do release another batch, keep in mind it's more like a pre order type situation. Pay now and wait two months til they ship.

Also consider the latest Avalon miners, which are reported to be a little less efficient but a lot more reliable.

Additionally, if you have free electricity, used miners would probably give you more hashrate for your dollar.
