In the USA cash cannot be send through the mail and insured. 

ANYONE shipping cash through the mail might as well just burn it.

None of that is relevant.  I am not worried about the government seizing anything.  I am worried that a worker in the chain from me to you will steal the money.  It is a gamble to do what you propose.  I have no guarantee of anything except that I will lose money. Escrow agent cannot protect me.
