Yes. For example, right now at MtGox, 24-hour low is at 119.5 USD/BTC, then I'm buying at 90% of 119.5 which is 107.55 USD/BTC.

Usually you would be paying 10% above MtGox as the seller takes the risk of you reversing the transaction, as PayPal can be reversed and Bitcoin can't.

It's the seller's discretion if they would sell their BTC to me or not, and right now that's the price that I am buying for.
