I think this is the coincidence that most of the successful devlopers are from the Russia and they want to make the Russia country like the china  grow in the cryptocurrency like growth because they can so they are trying .
But also with that i seen at yobit.net where many coins which are high potential are using the trade with Russian  fiat currency , that cannot be coincidence because it is not easy to make the any currency like doller ( where doller is a big power after the bitcoin in this world ) .
And also here we can how much was the craze of the cryptocurrency was in the year 2015 in Russia and when one of the state government banned the bitcoin use then the price get down to 280-330$ , so here we can conclude that in Russia most of the people are using cryptocurrency for the economical growth and that why is the factor that developers are going to make coins more in Russia's states .

I don't think it can be a coincidence. There are indeed various coins created by Russians. Waves and eth are only the most famous examples. I think it might be in a way an upgraded version of the arms race between USA and Russia. Another factor is that in countries like Russia people know they have to make an effort to become rich. There is no strict career prospective in a country like this. Just look at the level of corruption if you don't believe me. As bribes are risky and everything official lacks justice, cryptos are a good way to accomplish something in this life, truly make a difference. And so they do.

Russian underground was devasted by internal war back in 2010-2011 widely covered in media internationally and some of it still follows, the scandal of elections meddling in USA in fact in reality dates back to events of an internal underground conflict inspired by FSB and FBI moles within FSB itself in 2010.
