You'll need to pay for a domain name and hosting.  The forum software is free,

The problem will be attracting critical mass so that your forum sustains itself. 

You'll need some money to advertise / bounty at the start.

you need to know some programming languages to create a forum, and it should be something that doesn't exist already, which is highly unlikely. What kind of forum do you want to create?
