I seem to be having trouble getting all the boards to hash at once. I bought an s7 with only 2 boards. I can get a single board to hash fine but if i try to get both hashing i cannot get the second board to hash it just sits there doing nothing.

Let's call them Hash Board #1 and #2.    Assuming that #2 doesn't work.   Have you tried swapping the ribbon connectors (that connect to the controller on top) from #1 to #2 and if so, does the same board still not function?
