I know that as of today a multitude of projects is offering a traditional
VISA or Mastercard that can be funded using cryptocurrencies.
I have been researching the various providers for days now (Bitpay, Xapo
and so on) and have found that they often cater mainly to the US. This
is unattractive for European users like me, who would get
charged forex conversion fees for every transaction.

Does anybody of you use one of these Debit Cards that can be funded
using crypto in Europe? Which provider offers the cheapest fees and
is reliable?

I´d be happy to hear from your experiences.

You can apply for a Cryptopay card. I use their USD card. You have the option of applying for their EUR or GBP card.

Their EUR card will cost you 15 Euros. Standard delivery is free. They have an expedited service for a higher fee.

I'm not sure how their partner bank charges ATM fees for residents of EU countries:

Domestic ATM Transaction €2.25
International ATM Transaction €2.75

With Euro being the common currency in Europe, I'm assuming the entire Euro region would be considered a domestic withdrawal. I suggest you ask Cryptopay's support staff.

If you verify the account, the loading limits are unlimited. You can load as much bitcoins as you wish during the card's lifetime. The per day load is EUR 20k which is a generous limit. If you are verified, you can withdraw up to 2k Euros per day.  

If you are from France, there is this special rule:

Per French Decree, Residents of France must be Verified (KYC2 only) and are further restricted to ATM Cash Withdrawals of €1,000 per month and a maximum balance of €10,000.

The provider Cryptopay looks very good at first glance. I checked their FAQ regarding the quote above and you are right, it would be considered a domestic withdrawal.

I have another question regarding Cryptopay:
Do they use Bitpay? Or what is the source for the exchange rate when funding your Cryptopay account with BTC? I read that you will be charged a 1 % fee for topping up
your card and another 1 % fee when you load your card in a currency that is not your card currency (e.g. for a top up using Bitcoin you would
get charged 1 % and 1 % = 2 %). However, I can´t find the source for their Bitcoin exchange rate.

Yes, there are fees here and there but I don't mind. The convenience I enjoy in return for those fees is beyond amazing. The card has never failed me. I used it all over Asia.. Thailand, Singapore, Hong Kong, Japan, Korea etc. I'm going to Dubai next month and I expect to use the card there for dining and shopping. It's amazing how these cards can transform your coins to pure convenience. I booked my airline ticket and hotel room with the card. Their iOS app is a work of art.

If you are fully verified with their partner bank, the card will open doors to limitless purchasing opportunities.

Yes there are very limited cards for the countries like European and Asian. All the offerings are only for US countries this might be because all the projects that are funded by ICO are coming from the US only. Anyway there are few other cards which supports worldwide development and I think TenX is one of them. They have worldwide shipping and can be used with fees as much as 2.5 %. That's the major disadvantages for these cards and the fees can not be affordable for long term use. Rest is upto us how to use it.

Cryptopay offers what you are searching for you can directly deposit your Euro account with bitcoin there and it will instantly convert your bitcoin into euro. You can then load/unload your euro debit card with those balance.

Obviously, you don't own any of those cards and you never searched about it. You are saying everything wrong. So No all those cards are not only for US citizens, in fact, 99% of those services accept most of the Europeans countries (if not 100% of EU).
What is the shit are you talking with ICOs? The Bitcoin debit cards have nothing related with ICOs

@OP There are lot of debit cards, but if you are looking for other than Bitcoin, and be able to use altcoins, you can take a look at Bitwala, they were/are in a partnership with ShapShift

I heard that spectrocoin had many issue most of the reviews are this spectrocoin is scam better to go in other debit card for crypto that i think there are much safier than this .

I´m aware of the thread you linked. It´s a great comparison of the various providers! But I was specifically searching
for a provider that offers advantages - or at least doesn´t have disadvantages - for people, who are located in Europe
and mainly want to make transactions in €.
Therefore I was looking for the experiences people (especially from Europe) have had with the various Debit Cards.

Additionally, I was really surprised during my research that nearly all of the Debit Card providers use WaveCrest (https://www.wavecrest.gi/)
as banking partner in order to issue their cards. Even really new projects like Tenx use the same provider as nearly all of the existing
providers.

You can always choose cryptopay, uquid and spectrocoin chip cards for using within Europe countries. I guess all the three comes with chip and PIN verification services. The cards are easy to load and you can get 25% of first timer discount for them. I'm not much sure about spectrocoin. You can try researching more on cryptopay. Their services looks very promising to me. I have not tried any of the cards that I have mentioned but I'm looking forward to use one of them. Preferably cryptopay. There doesn't seem any other option over the internet to be used within Europe. You may wanna try using virtual cards but they take out the fun of having physical cards.

Wirex not recommended, their exchange fee is over 100 Eur above market rate, that is something they call "wholesale" exhange rate. So stay away from them. Xapo was nice but they stopped delivering cards cause of some mysterious reason.
