I advice Wordpress CMS. It easy for develop and changes
Even if you use Bitcoin through Tor, the way transactions are handled by the network makes anonymity difficult to achieve. Do not expect your transactions to be anonymous unless you really know what you're doing.

Yes, this guy almost right. You need to buy hosting and the domain too, but before that, you have to learn about web programming or you can ask some programmer to do your web design. If you want to learn by yourself, I suppose you to use Wordpress, because it's free, complete and simple. I think you should active some script that disables right-click on your website so there is no one who can steal your writing.

if you dont have any knowledge of programming, you can use wordpress because you can build web without coding, just install any plugin you want and insert your content and theme.

There are free website templates available and it is easier for a beginner to manipulate. But it still needs practice to build one bo matter how easy it maybe. Watch youtube you amy be guided by tutorials there.

Well there are several things you need.
A domain
Hosting
A will to make the site
Once you have all those it will be very simple. Once you get the hosting and domain you can simply install wordpress or another site build which will allow you to create any sort of site you want. You can also install plugins so you can have cool features on your site like a forum. It is pretty simple to set up once you get the hang of it.

You can hire freelancers from sites like https://www.upwork.com but I do highly recommend you to study basic web development in order to avoid being over charged.
