Hi and sorry for the bump, I just wanted to say from the user from the above that stated that wix and worpress are easy to use. Wix is much easier than Wordpress so I see no reason for comparing them two.
Nope it depends on which you preferred and mastered mate like me in which i usually use Wordpress  so you cant just tell me to use WIX that will be easier.

and besides what is important to this post is that the sharing and in which we will be love having our website thats it.

WIX.com is pretty easy. I set up a site in one hour. Don't forget to link it up with Twitter, Google+, Facebook, Pinterest, etc. More here

and besides it has been answered if you have only read some post above you here.

You can learn a course in HTML, CSS & JS and learn to create your own websites after attaining the knowledge or you can pay someone to make it for you.

Making your own website is not something you can do by just learning to code.
Today, website creation has gone beyond the basics into a highly complex, multi-faceted arena where user experience and marketing are just as important as code itself. Learning to code is a huge part of the process, but it isn't enough. Designing a website is a very artistic process, and finding the right designs and images for your website is an art in itself.

I'm also looking for a CMS that I can use for an ICO listing website. Are there any you recommend?
Please don't suggest Wix, I'm not looking for a content creation tool or a page builder, but a CMS.

Yes, I agree. I wouldn't use it even for that! Wix was designed to be simple for beginners, but it's a disaster for going beyond the basics.
The huge marketing spend behind Wix, plus the slick free site builder, should have given you a great experience right from the outset. But instead, the site builder is bloated and opaque, the images don't load properly and Wix's drag-and-drop design elements are uninspired. Wix is too simplistic to take on the big boys, but it's as user-friendly and responsive as the next-best site builder.

You can start watching tutorials on building a website using Wix or WordPress.
As for developers and designers, it is likely you will find them on Upwork.
Good advice. I'm looking for a proper web design tool to create a site. I should say, reading reviews and guides really narrows the search. I'll check tutorials on building a website using Wix or WordPress, thanks. But what about other website builders (Weebly, Shopify, GoDaddy, etc.)? Are they worth using?

In my humble experience, you should not mix these two platforms. Both Wix and WordPress can be used to make websites, but they differ pretty significantly in other aspects. If you choose WordPress, you will be able to learn much more than how to design a website; if you choose Wix, you will be limited to that platform and you will be unable to utilize that knowledge for nothing else.
Weebly and GoDaddy website builders are similar to Wix. My advice is to stay away from these platforms if you are serious about building a website. If Shopify's billing model works for you, I think it could be good choice for building a web store quickly.

Wordpress is still working pretty good in 2022, I fully made my website with it and Elementor, and I had no idea about code or anything.

You should defenitely try.

I'd recommend Squarespace. Wix is supposed to rank well lately because of fast page load times, but I found it difficult to work with. The larger platforms with a ton of servers are a good bet, because they usually have fast page load times. Smaller platforms are better if they have AMP enablement.
