I think service offers/new website announcements etc. shouldn't be allowed in the newbie section, because half of them are scam or malware trying to catch some new people that don't know how Bitcoins work yet/aren't that aware about malware stealing their coins yet.
(In short everything, where you have to send Bitcoins or download something from an not well known source)

It gives our whole community a bad reputation when a lot of newbies are scammed their first Bitcoin.
Each block is stacked on top of the previous one. Adding another block to the top makes all lower blocks more difficult to remove: there is more "weight" above each block. A transaction in a block 6 blocks deep (6 confirmations) will be very difficult to remove.
Advertised sites are not endorsed by the Bitcoin Forum. They may be unsafe, untrustworthy, or illegal in your jurisdiction.

Not a bad idea, I could get behind it.

I try to post warnings in any threads where stuff looks sketchy, but it's hard to get them all.  Removing them from the newbie section could make it easier.

I would also group alt-coin announcement stuff into the same category of things that don't belong.

Alt-Coin announcement fit the same category as you often need to download a new qt-client or mining tools from an unknown source to use them.

The Mining United Scam was there for a month in that forum and a lot newbies did fall for it.
