will atomic swaps between ltc and btc mean you can open and close a channel on chain with litecoin and then switch it across to the bitcoin lightning network if necessary?

the need for on chain transactions at the beginning and end of the channel is the main thing i don't get about lightning networks. with bitcoin it's gonna so horribly expensive that i don't see who'll be taking it up. if it can be done on litecoin that removes a lot of the expense.

i know nothing about this stuff. anyone here who does?
