What do you expect him to do? CoinsMarkets was a shady exchange and now is no more. #1 Rule in crypto: If you don't control your private keys, you don't control your coins. Anyone who left coins on there is out of luck. Unless the exchange were to give the developer the exact amount of POKER in each person's wallet there would be virtually no way for them to refund anyone who deposited there.

maybe he is asking, if developer can block coins from coinsmarkets wallet... ( wallet update to ignore transactions from certain addres, or somthing... )
