There is nothing to setup in the external ip address, but that address is the ip address of the vps, if you doing it locally maybe you used the actual internal ip address

Usually if cap isnt reached the funds are returned as it is deemed too less to continue working on the project. But most projects get to the soft cap atlteast :)Infact they get multiple times that amount
