I think  gambling  is  legal in  Sikkim. and one more  sate  i dont know  which one. 

you can  start  a  gambling   operation  from  sikkim  using  bitcoin .

Bitcoin is a Grey topic.
Gambling is clearly on the Dark side of the law.

If you want to run a gambling site,
Steps:
1.Make sure you dont live in India. (lol)
2.Host the site in a server placed in a country where Gambling is legal.

IPL betting services run using the above MO, servers placed offshore.

I know gambling has always been a taboo topic in India, but still millions of people in India play card games (like Teen Patti,poker etc). And companies like zynga already have these games on facebook and android , where people play with virtual coins. So I was wondering if a similar site or a game is developed with Bitcoins as the currency , would it be ok to run it in India  ? Will people play it ?

Gambling is legal in Sikkim and Off the coast of Goa.

If the game is solely run with Bitcoins, it is fine for now. As long as no Currency conversion takes place.

Best bet would be to place servers in Mauritius or Iceland.
