I found Coincorner and Xapo, but their fees seem really high

By the nature of the business of Neteller, it's not possible to find really low commissions around that places work with Neteller.

They have such high rates for everything.

The best way is to find someone trusted for p2p.  You have chargeback facility with payment via neteller so this gives you extra levvel of safety with the trade.  Find someone trusted on this forum or look for someone with positive feedback and long history of trades at local bitcoins.

This is what I'm doing on which I do make transactions using neteller on buying bitcoin with other people than using those services because those fees are ridiculously high and I do really decide to make p2p and as being suggested you can search up those people on localbitcoins you can find trusted sellers on there. Just be careful on selecting people. Good luck

Neteller debit card fee is one of the highest is the market, Xapo is okay, the fees may be high, but I doubt you will find lower fees. At least with them you know you wont be scammed.
