As I know, Russia don't close ICO and special group are working on the bill.
For now there aren't difficulties with ICO in Russia. And yes, there have been enough successful ICO projects here! We are going to become 1 of them

Your goal for the presale to collect 700 eth. If you do not collect them until October 25, then how will this affect work on the project?
The unsold tokens will be on hold at least for 3 years. There were already collected enough eth for the project development so we continue according to the RoadMap plan.
