Unconfirmed Transaction with high fee ?

Hi there,

I learned my lesson last time when I accidentally sent the funds with low fees, This time I am receiving some funds and the fee is also paid high, Fee: 0.001017 BTC. a half hour passed and still no confirmations. Can someone help? why is this happening?
