Bittrex always has the final say.
Like said before they have fully approved the submission proposal and the proof of developer.
They will add Adelphoi Coin (ADL) when they want to and they wont announce it beforehand to prevent insiders trading.

Adel needs to keep gaining value and they do as you can see in the weekly news and announcements.
This week an announcement will come from Adel which will most probably be the thing Bittrex wants.
Dont forget Bittrex is following Adel on Twitter for all these months and they dont follow alot of other projects that are on Bittrex already.
