In a move that sent shocks through the crypto community in China, and sent the NEO price spiraling, Red Pulse (RPX) announced that they would be blacklisting Chinese citizens from participating in their upcoming ICO.

If you read this article nowhere say that will be forbidden to participate for Chinese citizens, all is still in maybe will be regulate, which doesn't mean that will be forbidden.

But Red Pulse take precaution and exclude Chinese citizens to avoid potential problems, they will be able to buy on market.

Maybe will Chinese invent some useful regulation, because there is a lot of fraud ICO, but also some good ICO which is bad that will suffer just because of bad people.

They must be worried about these new Chinese regulations coming down too.
