A straight transfer of funds from an exchange to another exchange (or external wallet) in the same currency is always going to be cheaper than trying to change currencies and then transferring funds.  You lose money in the exchange to another currency.

See, the transaction fee for BTC from one address to another is quite high. There is 0.18% exchange fee which is obviously 95% less than BTC transaction fee. I would suggest converting BTC to a currency with quick transfer times and low transaction fees like SIA, or UBIQ, or any other coin which will fit the profile and then convert it back to BTC (again with 0.18% fees) which will save around 85-90% in transaction fees of BTC.

agreed, as dogecoin charges very low fee for buy and sell and its transaction  from one exchange to other exchange is very fast. some exchanges require only 2 confirmations which take only some seconds.

I am sure that dogecoin is the best solution for the cheapest way to transfer between poloniex and bittrex and you don't have to take a time to see the amount arrives in the destination wallet. but you need to know how much price in both poloniex and bittrex so you can prepare to sell after you receive the dogecoin. but I think there is any other coin that is cheap too like dogecoin and with the fast confirming transaction but unfortunately, I am not understand with this.
