Before I sold my R280xs, 15.7.1 I used was on par with 15.12 speed and allowed me to downvolt with AfterBurner. Win7.

ALWAYS 15.12 for me, , with updates turned off.
windows 10:- Never be online when installing cards as Windows will update the driver to the latest from MS before you can install 15.12

Period.
OS does not matter, that was THE BEST driver for all AMD GCN cards prior to the Fury.

IMO it was THE LAST "good" driver version AMD ever did, though the 16.9.2 WHQL driver was fairly good and probably the best for Fury and RX 4xx series cards.
I'm no longer legendary just in my own mind!
