It depend on what works they will do. And please specify the information about your website. We know that there are many online job website out there. And I think 2usd is not quite expensive to spent as for you say refundable. But also it depends on the user.

I don't say it's a ponzi or scam but yes it sounds like that. Op you gotta come up with some other better idea which can attract people to your offer. There are already such websites offering copy paste jobs etc and they ask for a deposit first too. I never tried them so can't say whether they scam people or are legit but your idea will not attract a large number of people to your proposed offer in return.

I can`t clearly understand what you offer exactly, sounds like some membership card and with paying that you are in the club and you can earn some money every month, you will be able to receive info about new jobs sooner then others. It`s not just that, you offer some cools surprising gifts and that is nice, but it sounds a bit like you are luring people to enter with 2 dollars, and that is nothing for me and I live in third world country.
