Are there wallets that *don't*  require downloading the Bitcoin Core, but which let me access the btc in an Armory (i,e., a bitcoind)  wallet for which I have a full (16-btc word) paper backup?

If you mean by leightweight wallets that don't require you to download the blockchain, then I'd suggest electrum: electrum.org/#download
If you open bitcoin-qt and click to export your private keys, or use the dumpprivkey command in bitcoind and import that key into electrum (by selecting "standard wallet">"use public or private keys">and input your data there.

Firstly, Armory is NOT a bitcoind wallet... it simply uses bitcoind to broadcast transactions and to monitor the blockchain to receive incoming transactions.

The private keys from your Armory wallet are ONLY stored in Armory, they are NOT in bitcoind. If you have the full paper backup from Armory, you will need to restore the wallet in Armory first and then export the private keys. You can then import those keys into another wallet like Electrum to access your BTC.


NOTE: you do NOT need to have bitcoind installed and/or synced to restore your wallet in Armory and export your keys.
