You're probably looking for bitcoin.org... It is home to Bitcoin Core which is pretty much the "de facto" standard when it comes to Bitcoin wallets.

It is probably the closest thing to an "official" site... however, no one entity can really claim ownership or control of Bitcoin... that's the whole point of decentralisation... So, there can't ever really be an "official" site as such...

question that asked before has same meaning with, "who has the right ownership for land, water, and air we use everyday?"

Yes, this is one of the important essence of decentralization. No one can claim to be the official site for Bitcoin unlike other alternative coins that they have their own official site and they also have their own dev team published (in order to gain more trust, I guess). In Bitcoin, there are self-proclaimed leaders but they are not actually official as no entity can make them as official.

This is actually a two-edged sword because in times when there must be a critical question to be decided Bitcoin can be acting like a headless chicken. On the other hand, it means that no can dictate where Bitcoin is heading.
