I think its not a scam, it could be the project was not successful and Dev abandoned this ICO without explaining or give notice to all participants of their campaign.

I don't think this is the right way to treat your partners and users. How about investors? Deleting all accounts and ignoring is just smells like scam. I've been in couple of projects (spotree, Verif-y) who didn't manage to succeed in pre-ico and they stated it in the official thread, without deleting and hiding like cowards.
