Can someone explain how the luck factor is decided for the lucky type coins around? how are they universally confirmed as being fairly found?

The only way I can think of is that it would pay more if the blocks hash was especially low (target is 0001 for 10 coins, but pays 100 if it's under 0000001). is that how they do it?

Once a transaction has 6 confirmations, it is extremely unlikely that an attacker without at least 50% of the network's computation power would be able to reverse it.
