At the end of last week, BTC-e announced starting refund to investors. At the moment it is not clear how many users have already received their money.

According to posts in social networks, some users have been able to withdraw their funds. As previously reported, BTC-e announced that if users agree to accept just over half of their savings in exchange for debt tokens, they will be able to start withdrawing funds...

BTC-E kept its word, and that's quite satisfying for those who decided not to cash out. It's funny looking at certain people on Twitter desperately trying to convince BTC-E that their account was hacked, and that it wasn't them who initiated the cashout of funds - this while they before that have stated themselves that they in fact chose to cash out. Cheesy They either didn't understand that by cashing out would lose their account and 45% in tokens, or they were too greedy to cash out, and got disappointed in them doing so because at the time they agreed to cash out, the overall crypto market took a dive.

Really good to see that BTC-e has kept its word that they will refund most of their customers. But I guess those who really made the quick refund didn't completely understand how this works and they just want to get their money back or something. As I see it, BTC-e has proven their promise and kept their part, and those idiots complaining now are regretting it. LOL. But we can't blame them for cashing it out because they fear that they have totally lost all their fund already and getting it back it a relief to most of them.

Simple: Because they will operate without the FBI permission.

And yes it is safe. If they reopen they will be the most trustable bitcoin actor ever because they could easily ran away with half billion dollars and instead they chose the hard way continuing to work.
