Why is being "Non-Turing complete" a good thing (i.e. waves)?

Why do they want to be "Non-Turing complete" ( https://blog.wavesplatform.com/what-you-need-to-know-about-wavesplatform-3d32c2b9e6d6)?  What would happen if the platform were "Turing complete"?

Is it a fear that the thing will wake up and get a mind of its own somebody, become conscious and turn against us?

How do they ensure something like this is and will always be "Non-Turing complete"?
