I agree because all of us will benefit . Through this, the number of victims of scams will greatly reduce especially for those newcomers or newbies like me. I think this is a good solution to scare those scammers and stop their wrong deed. I also visualize (when it's implemented) that scammers will think twice if they wil continue their dirty work because they think that in the end it might be exposed and reported.

But this plan can be possible if there are willing experts to build this organization.
