You could move it to Service Discussions yourself (https://bitcointalk.org/index.php?board=85.0)

Novaexchange.com is up and running. They had paused registration of new users for a week+, but now new registrations are enabled again.

When you have doubt is a site down for or all, check it with

i do not have any issue open up novaexchange yesterday and even right now.
tried to ask the moderator about your problem and i got the answer from them like this :
"We are still under attack and this time it is the login page that we can't disable. Instead we have blocked some IP-ranges where most of the attacks are coming from."
which mean your IP address suspected as an attacker of their site that is why some of people can not get the access to novaexchange.
have you tried contact the support of the novaexchange? because you can not use their service anymore if they did not lift the banned.
other than that they are also disabled new registration
