If one thinks of god as a bearded man/being in the sky. Then your question does seems fair, in that god should actually do something to 'help' us.
If on the other hand you think of god as nature, or the universe, the source of all existence. And you think that planets and galaxies are at some level conscious. Then you might understand why it is not his/hers/its 'job' to allow and dissalow certain things.
The universe follows certain rules, always. If we know the rules or not it makes no difference. For example, animals (or people in our history) do/did not know about the force of gravity, but that force influences most of their lives. There are other rules/forces in the universe we still are unaware of, nevertheless they influence all of our lives.
There is a good analogy with our body. Only one third of the total cell count in our body are human cells, others are not. Let's say that you are god to all of the cells in your body. You are conscious, their god is conscious, be they do not know that, and for them you are most powerful and knowledable, and for what they are concerned, you are immortal.
Let's say one of the cells sees how a certain type of cells kill the others (which is a normal function in your body) and wonders why does god allow this kind of behavior, can he not see that cells are dying?
But we understand that cells have to die, and understand why. But for the cell it makes no sense.
As you live and evolve in this live, you are part of the god/body that is evolving also. That's what happening whether we are conscious of it or not. There are no calamities or terrorism, it's just our narrow perspective of it all.
