Because the people who use altcoins as collateral believe that their collateral-altcoins are undervalued at the time they get a loan. For example, you use Doge as collateral and the value is about 24 satoshi each, but you think it will go up by x5 in the next weeks. That is the reason. Also most of the people who use altcoins as collateral buy more altcoins using the loan.

That is because people believe the altcoins they hold might double, triple and even quadruple very soon and putting them on collateral means you can pay your loan of bitcoins and take it back while if you sell your alt coins then you might get them very cheap or might even not afford to buy them back. Yeah if a stable coin is being offered as collateral then they can usually sell it and buy back later since the value won't drop much.

He only stated "Account sales encourage different types of shady behavior (scams, spam, account farming, et al.)." which you pretty much proven you tried to do by asking for a loan using this account you have in your possession as collateral, asking for a loan for the amount you claimed you paid for.
