cgminer -o stratum+tcp://stratum.bitcoin.cz:3333 -u xxxx.worker1 -p xxxxx--intensity 13 --worksize 256 -g 2 --thread-concurrency 60000


I am using that as my .bat file but only get about 50-60mhash/s .... this is a new computer I have no idea the internals or how many cards it has or how to set cgtminer up for multiple cards.

Your PC has an ATI 7570. Which is not suitable for mining and it is doing good if you are getting 60-70mhs.
For mining you will have to buy atleast an AMD radeon 7950 or you won't be getting anything. And even if you got that card you will still earn not more then 3$ per day for 24 hours mining.

when replacing my old computer with this new one I now have a tower ready for upgrade/working on should I just take that tower and update it and then dedicate that to mining ? buy better cards and such ?

If that tower has enough space so that you can put in a big card like 7950 then its OK and you can dedicate it as mining rig. And if you want to put more then one card in it then make sure the motherboard has two to three PCI express X16 slots. And a good 1200watts power supply as well
