I think I can share some experience. The first step I usually buy from ICO is to read the white paper. When I think it's good after reading, I will join their social groups, such as telegraph, Twitter, etc., because I need to communicate to get the project I want to know!

of course you need to read white paper. In many project's white paper there are a lot of words, but there is no definition, and it is clear that this is scam. Also check the team in social networks. And good projects do not spare money for promotion. Projects are promoted in many social media. It does not matter how they do it - themselves or using services such as upvotes.io, but they are looking for their audience.
