There are no limits. You can have as much as you'd like in order to join.
Which trading platform are you thinking about? I'd suggest Bittrex or Kraken.
You can start trading with any amount however you do need a fairly good sum in order to make any decent profit.

I checked the altcointrader.co and their one time membership fee is .20 BTC. That is exorbitant I can buy 3 Ethereum with that money.

You can register yourself with BIttrex and deposit some money to your account. Then you can start with buying 1 Ethereum first and use that as a starting point to exchange the Ethereum with other alt coins.

Unfortunately for Newbie's like us the alt coin has gone up in last 4 months. The folks who are taking risk are the ones who invested couple of years back. They have so many coins at their disposal,  that have nothing to loose as their initial investments were low but they took the risk at the right time.

Now the market is priced so high we dont make much money if we invest less. It is very risky.

No minimum or maximum amount, but yes you should still consider the value of your money before you start trading it is because the more money you invest the more money you will gain or you will lose, just follow the basic rule "buy low, sell high" and never do the opposite, always buy at the dips and always dyor before trading in a specific coin.

There is no limit of amount in trading, You can invest as much as you want and start immediately. I suggest that you should not use your salary or own income to invest in bitcoins to start trading. Any amount will do, there's no specific amount of coin before you start trading the main idea is this "If you have low capital you will earn low profit and if you have high capital you will earn high profit" that's it. The more you invest the more you will earn so if you want high profit the invest high capital.

But beware trading is RISKY if you invest high capital and you don't know how to trade then there's a high chance that you will lose a big amount of coin. So if you want to test and try trading you should try investing a low capital fist and familarize the movements in trading and if you're good enough then that's the time you will invest a big amount.

there is actually no limit on how much you bring in for your investment. everything is calculated percentage-wise. of course the minimum is important but there are exchanges that have very low minimum. for example Cryptopia has 10 Doge or 500 satoshi limit for their trades. and even if you start with 1000 satoshi you still make profit on that amount. like 100% on 1000 is 2000 satoshi in total.
and it doesn't matter if it is small. what matters is that you choose a number that you are comfortable with.

Ethereum is rather considered as a long-term investment but it's okay to buy some now, because the price is still recovering. The same holds for Dogecoin even more. Doge's usual price is about twice as big as it is now, so I guess buying right now is a great idea. You should register on bittrex, it's really a good and trusted website where everything is simple and the min investment is really low, you can buy or sell something which is worth min 0.0005 btc. i think its not dangerous because if he wants to learn hard and smart and practising in everyday, i am sure that he can know how to trade. beside that, if he can buy minimal 1k or 10k for dogecoin and 1-5 ethereum and he can hold it for a longer time, then i think he can make big profit. but this is depend with his bitcoin balance in the account and i think don't go with large amount to buy dogecoin and ethereum. for the demo account, i think he can go with bitmex and search for that account for learning.

I suggest to you use very a little amount of ethereum start with 0.5 ETH and it is must iddle money, don't use loan money to trading altcoins, make sure you can get constant profit although just a little numbers then you can add more capital for trading altcoins.
