I know Kraken is about withdraw services, but I can seem to catch the concept very well.

Help pls!
Transactions must be included in a block to be properly completed. When you send a transaction, it is broadcast to miners. Miners can then optionally include it in their next blocks. Miners will be more inclined to include your transaction if it has a higher transaction fee.

Kraken is a US based prominent bitcoin exchange they also deal with fiat to btc not just altcoins. I don't know what concept you are referring to cos its basically a buy and sell website for your bitcoins and altcoins.
