If you know people those you what to be advisors, you should write them, show idea and invite to the project. Maybe you should visit some blockchain conferences, meetings and get to know smart people.
Also if you do not know anybody you should make announcement of the project here on bitcointalk. After you will start project and you'll gain some attention some of advisors will ask you to join

The best way to gain attention is different bounty campaigns in this thread. It may help you in different social media platforms and in this thread my signature campaigns. By the way also depends on what type of project is it that it may gain attention of advisors or not.

1. The relevance of the idea / Concept of Revolution
2. The seduction of media coverage / The devil and its attractions
3. The temporal context
4. Greed

Right now, it's not the right time for the ICOs, and I think we can all thank China, who really does anything by wanting to break a world, which already has the means to get around these hurdles.

Let's be clear, it's just wind. But this is an important point which is point 3. Many ICO would have had no problem 3 months ago.

best way to attract advisers is to approach people and introduce them to your idea, then ask them if they are interested if helping you with your project.
remember its all in the pitch! and a community around the project is important! good luck.

Reach out to the people you want to work with, I would advise you to have at least a draft. A visual clue of what do you want to do will create more engagement.
