Hello,

I am new to cryptocurrency, but have extensive background in IT and computer repairs. While I know that the ROI on many pre-fab bitcoin miners is not good at the moment, do you think that I could achieve reasonable ROI on a rig that I build from scratch? I ask this because I realize that the major manufacturing companies are probably buying up all of the relevant chips and causing the prices to rocket up on those as well.

You cannot build a BTC miner from scratch. Altcoin miners that uses GPU's sure.
BTC miners use ASIC's that Bitmain, Canaan, et al custom design and have produced for them. The chips are by no means generic items and being built on the current 14/16nm node they are in VERY short supply from the Foundries such as TSMC which is why the mfgrs do limited batches.

NP. However, as mentioned you CAN build GPU rigs to mine alts and then exchange those coins for BTC. Tons of info about that in Mining (Altcoins) section.
