The best time to buy is while everybody is panic selling their coins. We see these when market corrections. You should follow and buy then. For example if you bought altcoins yesterday while people panicking, you could get %15-20 returns overnight.

I dont think people will panic in selling their altcoin now, all the coin in its dip and no one would sell it less than what it value.

Yes, slowly but surely I think, but not now. Bitcoin is still on the rise and people are bullish as to buy more and more bitcoins. If only there is a coin that can withstand Bitcoin's grip and be able to stand out on its own with its own following then I will that other route.

Actually I'm confused to answer what if given a question like this. To be honest there is not the best time to buy a cryptocurrency. While you can, you should collect cryptocurrency as much as possible. The price of each cryptocurrency is always up and the way to collect it becomes increasingly difficult. Therefore we must immediately collect while we still can. So if you can buy or collect now, then it should be you soon. You see the price of Bitcoin 3 years ago, and compare it with the current price. So also with the price of other cryptocurrency.

Yes it's a good time to buy it when it's down, so why wait again if the price has gone down. immediately buy and hold up to the price you want, and sell according to your wishes if the price you want has been reached. but I recommend not to sell all, because later it will go down and back up again higher.
