Yes, it's a phishing site. The real site is SSL (https) and this one is http. See the Security Alert when you pass the mouse over the username of the real USA site and you'll have the justification.

Never use your user/pass in sites without SSL connection.

Seems so. Mt. Gox always warns users if the website doesn't have SSL.
