Yes there are many, I don't know much about them because it's not something I personally would use but a quick google search throws out plenty to look in to.

Bitwala, Advcash, Cryptopay, Xapo, Coinbank, Spectrocoin, BitPay, Wirex... If you are a European citizen. All of them provide the same card issued by MyChoice (a Visa intl company) So you will find the fees quite similar.
If you are not from Europe then the only choice you have is Wagecan
Good list. There are fresh developments. Cryptopay, for instance, has recently added a Mastercard offering to replace the (MyChoice) Visa card in non-EU markets. I'm certain of this, but have also heard of various other changes involving the other companies - I'm not certain about details of the latter though, so your best bet is to check a company's website for the latest info. Things are very fluid recently because of new policies.
OP - just to be clear - these cards are regular fiat cards from a merchant's point of view. You pay merchants in fiat, but you can fund the cards with crypto. Expect to pay fees for the service.
