Since I'm new to all this, hopefully someone can explain what this means?

It looks to me like I'm getting less shares and it started happening this morning (about 7 hours ago).  However, when I calculate my ETH/Hour - I am not seeing a reflection of that.  So - what does that chart mean??

I think you got it right on that last part... I *thought* everything was humming along just fine as the Claymore window showed shares coming in for each GPU.  However - They seemed like they were fake shares.  It wasn't showing any hashrates, just new shares coming in.  I restarted the miner software, so should know soon - but pretty sure it was glitched out.

clearly the mining rig had some issues either physically or with the software. you can tell by the reported rate drop to almost 0. it then bounce back up but is unstable which could indicate it still has some issues. also high stale shares and low share submittion is also a problem maybe caused by overheating(claymore go into low intensity mode) or overclocking which it finds a lot of incorrect shares(useless shares).

Your internet went down and lost pool connection a couple times I think.  It reduces your effective hashrate since it is zero when it is down.  You miner might have crashed too or something.

So - can they glitch and still show 26 MH/s (each card)?  Because that is what was happening.  I thought the restarting of the miner worked, but overnight same story  As a result, in the last 13 hours with an average of 155MH/s recorded at etherpool, I got 0.0001277 ETH (freakin' OUCH!).

Basically the Average Effective Hashrate took a complete nose-dive.    We will see what happens this hour in regards to Etherpool, but each time from a miner-perspective - all SEEMS fine.  

Overheating - The cards are pretty solid at a max of 60C.  Hot, but not overheating.  They are very well ventilated, so this should not be a problem.

Internet -  is rock-solid.  Nothing happening there.  It is attached directly to my HP switch. I could track connectivity, but I've had this network architecture for a long time with no issues.  And I would have noticed since I sit at another computer attached to the same switch.

So - it appears that everything is fine.  Getting shares, ok hash rate.  However - way more DCR shares that I used to be getting - so I'm assuming that is taking up most of my bandwidth for some reason now??  Could that be what is happening?

Mining takes up insignificant internet bandwidth.  Your ISP might be just flakey and you experienced downtime?  Also this log covers only 22 seconds of mining.  
About the DCR having more shares than previously, you can experiment with different dcri settings.  Higher dcri settings also make your card produce more heat.  It usually increases your decred hashrate and lowers ethereum hashrate most of the time.  Going up or down (most likely down) by pressing + and - buttons will change your dcri setting.  Change one at a time, wait a few minutes, and your eth hashrate should go up or down.  When you find a good dcri, set the -dcri switch in your config.txt.
