It may be that Draghi has come to the realization that there's not much he can do to make Bitcoin really go away.
The longer the waiting time, the more difficult it gets. In my opinion, Bitcoin is already unstoppable - any attempt of a country (or supernational entity) to ban it would be free marketing for Bitcoin in more liberal countries.
