I see some RICHMEN are trying to build masternodes(with IP 13.xx.xx.xx).
Those masternodes just can be seen as "ENABLED", but Active time always keeps to "00m:00s"
I think U should add a line to the file "puzcoin.conf" (in data folder):
externalip=YOURIP
then restart the QT client,and click "start" of "my masternode".
Be lucky!

In setting up a masternode, is it a case of changing these setting in the regular wallet and running the wallet?

Volume is not enough yet on coinsmarkets to buy 3,000,000

try to distribute it to other users by doing something.
i believe it will attract more people into it.
