Can somebody please help me how to report this fraud and get my money back

unfortunately no i was unaware of that escrow stuff how it works on localbitcoins as he have 100% feedback so i decided to dealt with him.

try reporting it to your bank. Since you made the INR deposit, they may help you with a dispute. Explain that you have paid for digital goods and not received the product from seller.

If the seller is questioned, he has to provide proof.

No other way, apart from physically catching the guy and shaking him up.

Well I don't think police or bank will do anything, they don't even know what bitcoin is.

Still give it a try and report him on localbitcoins too Also give him a warning and spread His details in public (paste them on pastebin/pastie.org etc sites).

i have given him warning he is saying he has transferred my funds to usa also not picking up my phone

It's not easy as he's the one who have sent payment. They will ask for FIR etc.

People   one  thing  i have  noticed , and i am not  trying  to be  racist  but ..
Most of the Scams  online  in  india  originate  mostly  from  Gujarat. that has  been  my personal  experience.  

So  people  if  you  get   any  offers  from  Gujarat be careful.

Yeah don't trust anyone easily and save his pics etc, and tell give him last warning that you got his pics, details and family members name. (His sis and some others are in his fb account) and if he didn't returned your money, you will do fir.

he is blocked my mobile no whenever i try to call it says busy but when i try with other he picks up and then disconnect after knowing its me and then blocked that no too
