I think that ISO was created first and for the second. Undoubtedly, the collection of funds is necessary, especially for little-known and weak projects.

Very often bounty campaign close a set of new participants when the project reaches the targets.

The borrower before verifying a loan fully verifies his identity. If he does not want to go to court, then he must comply with the terms of the contract.
